we begin this morning with a small earthquake overnight in the east bay. it rattled nerves of some, others may have slept through it. the u-s-g-s reports a three point oh magnitude earthquake happened just before 2 o clock. the quake was about 3 miles east-northeastf front. there are no reports of damage or injuries. let's take a quick look outside this morning. san francisco nice day on tap. lots of sunshine expected. and a little warmer today than yesterday. meteorologist brian van aiken will have more on your bay area forecast coming up at 8-15. >> in florida today, the nascar race at daytona international speedway will go on as scheduled. this despite a crash saturday that injured dozens of people. the accident happened during the final lap of the

nationwide series race. a protective fence kept the car on the tracks but debris was sent flying into the stands. more than 33 people were injured. track workers were scrambling all night to make repairs to a large section of the fence. daytona speedway's president spoke today about whether they felt prepared for yesterday's crash. "for yesterday's event." chitwood went on to say that the speedway is happy to re- locate any fans who are uncomfortable sitting too close to today's race. >> police in las vegas have identified a suspect in that deadly shooting and crash on the las vegas strip. that crash killed three people including an aspiring

rapper from oakland. police say 26 year old ammar harris is believed to be behind the shooting. harris has a criminal record in las vegas that includes pandering. the crash happened thursday. killing three people including okland rapper kenneth cherry. cherry's father meantime, denied allegations that his son was armed with a gun. it was sad about my son he was also had a gun when this happened, that is a lie. there were no guns in my son's car he was a victim just like any other victims that was attempted to be carjacker who.or he was perhaps jealous of my son. >> the range rover in question was found near the scene of the shooting at an apartment complex. shortly after the shooting, cherry crashed his lamborghini into a taxicab. that burst into flames. one one

>> pope benedict the sixteenth led his final sunday prayer as pontiff this morning. tens of thousands came to st. peter's square to hear the pope's sermon, and to pray with him. on thursday, benedict becomes the first pope tobut he says he's not abandoning the church. instead, the 85-year-old will spend his days praying in a vatican city monastery. though he has cited age as the reason for his retirement, an italian newspaper suggests something more controversial: they say a network of gay priests at the vatican is being blackmaled by male prostitutes. >> a los angeles cardinal who will help elect the next pope is being questioned about pedophile priests during his time as the city's archbishop. church documents suggest cardinal roger mahony knew priests were sexually abusing children. but went out of his way to protect

the priests from prosecution. mahony spent several hours in a deposition on saturday, answering questions about the sex abuse scandal. a petition effort is underway to keep mahony from being allowed to vote for the next pope. >> san francisco celebreated the year of the snake is a big way. as chinese new year celebrations took center stage in san francisco saturday night. this is video of the grand finale of the celebration. the colorful dragon wrapping up the parade. there and shows us the spectacle of the largest new year celebration outside of china. >> reporter: thousands gathered on each side of kearny street to see the annual celebration of the chinese new year. it was a colorful and loud event that thrilled the young and not so young in the crowd. >> we just love coming out to see all the colors and the people having a good

>> new this morning, six people have been displaced. in the lower haight neighborhood overnight. crews responded to a report of a structure fire in the 200 block of waller street just after 11:30 last night. fire officials say the blaze was brought under control just after midnight. no injuries were reported and no cause for the fire has been determined. in fairfield, four people are in custody. they are suspected of making and selling crystal meth. police say drug pipes, scales, a sawed off shotgun, along with crystal meth were all found inside the home on the 180-hundred block of utah street. two men and two women were

arrested. they face several drug related charges including running a drug house. canine units also found drugs hidden in some of the and the search of a motel room also recovered crystal meth. >> iconic rapper m-c hammer is singing a different tune this morning. he was arrested on allegations he resisted an thursday night. m-c hammer, whose real name is stanley burrell, was arrested and cited for the incident and later released. burrell went to twitter tohe described the arrest saying he's not bitter. and that it was a teachable moment and an eye opener for his friends and colleagues. >> coming up hundreds of guns are off the street after a buyback event. in the meantime, this is a live look san jose hardly any traffic. brian will have your forecast in 2 minutes.

buyback event at east palo alto city hall. police from east palo alto, menlo park and palo alto paid anywhere from 100 to 300 dollars in exchange for handguns, rifles and assault weapons. authorities say they will return any stolen weapons to their rightful owners. the other guns will be destroyed. >> meanwhile in palo alto, gun control advocates came together saturday. they are pushing for new control gun laws in washington. congresswoman jackie spear of san mateo echoed president obama's state of the union call for a vote in congress. she feels confident a vote. at least on background checks. could pass. we are going to have to rise up organically in communities across this country, telling the congress of the united states that we demand a vote. >> i'm very optimistic that we are going to have a vote on the gun issues. i think there is growing recognition in the republican party, people on both sides of the aisle, their constituents, ninety per cent of the constituents that live in their communities want to have a universal background check.

academy awards kicks off tonight. if you want to get out of the house to watch the awards show. there are several places around the bay area that are holding oscar viewing parties. today at 3:30, there will be an oscar night celebration event at 11-18 fourth street in san rafael. also at 3:30, an oscar party will be held at the new rheem theater in moraga. then at 5, the academy of friends hosts its charity gala on harrison street in san francisco. that event includes a live telecast of the oscars. and the 25th annual napa valley academy awards viewing party also takes place at 5 in oakville. while the stars come out to celebrate the silver screen, the real academy awards action for movie lovers will be on smaller screens. karin caifa shows us how to get behind the scenes on oscar night with a tablet or smartphone. >> reporter: rit alliance, small stars. this but it

>> new this morning, several governors are expected to speak on national television. they're frustrated with congress and are pushing lawmakers to prevent a looming budget crisis. if congress fails to reach a compromise by march 1st, deep budget cuts are set to take effect.

the governors say there are few signs of urgency among congressional leaders. they will join at least two members of president obama's cabinet. who have already warned of severe consquences if an agreement is not reached. >> u-s secretary of state john kerry is starting his first official trip overseas in his new role. he begins a grueling nine nation, 10 day voyage that includes europe and the middle east. this is video of kerry on his first day on the job earlier this month. during his trip, kerry will focus on conflicts in syria, mali and afghanistan. also, on iran's nuclear program. despite the numerous middle east stops. kerry will not travel to israel or the palestinian territories. he will wait to visit them when president obama goes there >> former president jimmy carter will be in the bay area today. mr. carter will speak at a commonwealth club event this afternoon. his address is titled, "challenges of a superpower." the 39th president and nobel peace prize recipient will talk about some of the

greatest challenges facing the country. his appearance starts at 12-30 this afternoon at the war memorial building in san francisco. and the event is sold out. >> a young couple from the bay area has gone missing in peru. garrett hand and jamie neal left for a bike trek through south america in november. but updates on their facebook pages stopped abruptly on january 25th. family and friends are worried. the disappearance coincides with a state department warning of kidnapping danger for americans near cusco. neal works at the pedaler bike shop in el sobrante. the shop set up a reward fund for the couples' safe return. so far, they've raised about three-thousand dollars. let's take a quick look outside this morning. bay bridge approach. meteorologist brian van aiken will have your full forecast coming up.

the same weather system that pounded 20 states along the east coast is expected to return to the northeast this weekend. new england is preparing for another snowstorm that may drop six to twelve inches of snow in some places. cristina mutchler looks at how the cleanup and preparations are going. >> reporter: many midwesterners made the best of it. while some were able to enjoy the perks of a snow day, united express captain, billy hock, played piano for stranded travelers at lambert international airport. even farmers appreciate the snowstorm that left over 14 inches in great bend, kansas. >> "it would have been great to have another foot. we need all the moisture we can get. this kind of moisture is just wonderful for the wheat." still, the winter weather system that's traveled coast to coast is causing its share of headaches. from icy roads to avalanches on the side of office buildings. it's been two weeks since boston felt the effects of a massive nor'easter.

now, city workers are trying to get ahead of the snow forecast for saturday night. one of the priorities -- filling the potholes. >> "when there are cracks in the surface, and the water gets in and snow gets in and then it freezes, it erupts and causes these holes. so we have to keep up with this." >> reporter: there's also more supervision over the private contractors this time>> "we're using our g-p-s' and we're monitoring much more closely than we did last storm. making sure they're working, making sure they're doing the streets they say they're doing." >> reporter: this snowstorm isn't expected to be as strong as the previous blizzard. however, as much as a foot is expected to fall in parts of new england. reporting in atlanta. >> in san jose. a fire and explosion leaves two men in serious condition. the men were working on an electricin an unoccupied building that was undergoing restoration. the panel exploded causing burns on as much as 30 percent of their bodies. the men suffered serious burns to their face and hands. >> there was some sort of

flash fire that set both men on fire. they exited that area and were able to stop, drop and roll and put out the fire, they sustained a lot of burns over their body. >> the two men will spend the next several weeks in the hospital. the building where the explosion occurred was at one time occupied by science software manufacturer finesse solutions. it is unclear whether that building. >> police say thieves are targeting businesses in petaluma. since august, there have been at least 41 commercial burglaries citywide. two of them happening in the past couple of days. kron four's philippe djegal explains how the suspects. so far, have gotten away the recent heists. >> reporter: business owners here at the arroyo shopping center say this was the work of professionals. they say the suspects lifted these panels, then cut the telephone lines, disabling the alarm systems. that also cut off the video surveillance in both stores. so, neither business caught the robberies on tape.

>> the amount of damage was over $100,000. according to at&t. they had to rewire everything working all night. >> reporter: police say the suspects smashed through the front door of adobe beverages and food in petaluma. crawled through the broken glass. then once inside, broke open the atm machine, stole cash, and took a money safe behind the counter as well. tilak shukla has owned the business on south mcdowell boulevard for 14 years, and says the burglary happened late thursday evening, early friday morning. police say casa del palma, across the parking lot was also robbed at around the same time. at this time, police have not released any information on the suspects. in petaluma, philippe djegal, kron four news. run as the giants beat the

day probably. with no rain in sight. look for a few clouds this will impact the pacific northwest. some high clouds but otherwise mostly sunny skies. temperatures will warm. friday, saturday the highs will return to the 70's. >> a couple believed to have been killed by ex-los angeles police officer christopher dorner will be memorialized today. officials of concordia university in irvine say monica quan and her fiancé keith lawrence will be honored in the campus gymnasium by invitation only. quan and lawrence were found shot in a parking on february 3rd, setting off a massive manhunt for dorner. he threatened to kill officers and the families of those he blamed for ending his career. quan's father represented dorner in his failed appeal of his dismissal. >> oakland police are investigating a shooting that targeted an a-c transit bus.

it happened early saturday and international boulevard. five shots were fired at the bus, shattering its back window. police say the four of the nine passengers on board had minor injuries and were taken to the hospital. it is unclear why the bus was targeted in the shooting, and no arrests have been made. >> the obama administration is calling on the supreme court to declare the federal law that only recognizes male-female marriages as unconstitutional. the administration says that section three of the defense of marriage act denies legally married same-sex couples many federal benefits that are available for heterosexual couples. federal tax and social security benefits among them. the administration says the law violates the fundamental constitutional guarantee of equal protection. justices will hear arguments next month in a challenge to the law. >> pope benedict the 16th has delivered his last sunday blessing as the head of the catholic church.

good morning and thanks for joining us. taking a live look outside this morning. san francisco nice day on tap. lots of sunshine expected. and a little warmer today than yesterday. meteorologist brian van aiken will have more on your bay area forecast coming up at 9-15. >> we begin this morning with a small earthquake overnight in the east bay. it rattled nerves of some, others may have slept through it. the u-s-g-s reports a three point oh magnitude earthquake happened just before 2 o clock. the quake was about 3 miles east-northeast of fremont.

there are no reports of damage or injuries. >> in florida today, the nascar race at daytona international speedway will go on as scheduled. this despite a crash saturday that injured dozens of people. in 2009, there was the incident of the talledea.. we have done everything as far as the protocol. the accident happened during the final lap of the nationwide series race. a protective fence kept the car on the tracks but debris was sent flying into the stands. more than 33 people were injured. track workers were scrambling all night to make of the fence. daytona speedway's president spoke today about whether they felt prepared for chitwood went on to say that the speedway is happy to re-locate any fans who are uncomfortable sitting too close to today's race. >> pope benedict the sixteenth led his final sunday prayer as pontiff this morning. tens of thousands came to st. peter's square to hear the pope's sermon, and to pray with him. on thursday, benedict becomes the first pope to retire in 600 years. but he says he's not abandoning the church. instead, the 85-year-old

>> to celebrate the year of the snake. thank you, mike pelton. >> police in las vegas have identified a suspect in that deadly shooting and crash on the vegas strip. that crash killed three people including an aspiring rapper from oakland. police say 26 year old ammar harris is believed to be behind the shooting. harris has a criminal record in las vegas that includes charges of kidnapping and pandering. killing three people including okland rapper kenneth cherry. cherry's father meantime, denied allegations that his son was armed with a gun. >> it was sad about my son that he was also had a gun. that is a lie. there are no guns in my son's car. he is a victim just like any other victims. attempted to get carjack. the person got

buildings. it's been two weeks since boston felt the effects of a massive nor'easter. now, city workers are trying to get ahead of the snow forecast for saturday night. one of the priorities -- filling the potholes. >> "when there are cracks in the surface, and the water gets in and snow gets in and then it freezes, it erupts and causes these holes. so we have to keep up with this." >> reporter: there's also more supervision over the private contractors this time around. >> "we're using our g-p-s' and we're monitoring much more closely than we did last storm. making sure they're working, making sure they're doing the streets they say they're doing." >> reporter: this snowstorm isn't expected to be as strong as the previous blizzard. however, as much as a foot is expected to fall in parts of new england. i'm cristina mutchler for kron 4 news >> in san jose. a fire and explosion leaves two men in serious condition. the men were working on an electrical panel saturday morning in an unoccupied building that was undergoing restoration. the panel exploded causing burns on as much as 30 percent of their bodies.

the men suffered serious burns to their face and hands. >> there was some sort of flash fire that set both men on fire. they exited that area and were able to stop, drop and roll and put out the fire, they sustained a lot of burns over their body. >> the two men will spend the next several weeks in the hospital. the building where the explosion occurred was at one time occupied by science software manufacturer finesse solutions. it is unclear whether that company still uses the building. >> police say thieves are targeting businesses in petaluma. since august, there have been at least 41 commercial burglaries citywide. two of them happening in the past couple of days. kron four's philippe djegal explains how the suspects. >> reporter: business owners here at the arroyo shopping center say this was the work of professionals. they say the suspects lifted these panels, then cut the telephone lines, disabling the alarm systems. that also cut off the video
